Syria’s foreign minister says the war-torn nation has accepted a Russian proposal to surrender control over its chemical weapons to the international community.
The move comes before President Barack Obama heads to Congress on Tuesday. The commander in chief was said to have fresh hopes that the diplomatic breakthrough would allow Syria’s government to avert U.S. missile strikes.
